Panem is peaceful, there have been no signs of rebellion, yet the poverty in nearly all of the Districts is quite obvious and apparent. People are poor and starving anywhere. Yet the government only cares about staying in power, not about the status of Panem's citizens. Just to be sure that no rebellion will occur, however, they're making the 2nd Quarter Quell taxing on Panem's population. President Snow has already told Panem what this years Quarter Quell is to be. In the light that even if the number of Rebels exceed that of the norm, the Capitol will always win. Twice as many Tributes will be going into the Arena this year. 48, 4 from each District instead of 2.
